In questa fase potranno essere messi sotto contratto anche i rookies scelti negli anni passati ma entrati in NBA solo quest'anno.
Il contratto da offrire al giocatore viene stabilito in base al pick (scelta) corrispondente:

Il Terzo e Quarto Anno sono da considerarsi Team Option (TO), quindi sarà discrezione del GM prolungare o no il contratto del rookie in questione per gli ultimi 2 anni della Rookie Scale in un apposita fase con relativa comunicazione del commissioner, il quale fissa una data entro cui ogni GM ha l'obbligo di comunicare se intende garantire il contratto al giocatore scelto o, viceversa, intende rilasciarlo. In mancanza di riscontro da parte di un GM, vengono persi i diritti di firma sul rookie, il quale viene inserito nella lista FA.
